Is the water table a concern near Lake Andrea or the Des Plaines wetlands?
Sometimes, and it is worth establishing rather than assuming. Ground near Lake Andrea, Prairie Springs Park and the Des Plaines corridor can carry enough seasonal water to affect how the excavation is drained and refilled. Up toward I-94 that rarely comes into it. Two houses in the same postcode can answer this differently, which is why the check happens on your lot and not on a map.
If my subdivision has covenants, does that replace the village permit?
No, they are separate things and both can apply. A pool in 53158 is permitted through the village and Kenosha County, with setbacks and a required barrier and self-latching gate around the water, and we handle that side as part of the project. Any rules your own subdivision carries sit on top of it, so it is worth reading them early rather than discovering them once a design exists.
